CINDY BAGLEY
Director of Community Services
Cindy began her career in public service in 2009 for the Town of Windsor before joining the City of Rohnert Park team as Community Services Manager in 2016. In 2021, the Community Services Division separated from Public Works and became its own Department where Cindy has served as the Director since. Cindy has her Masters Degree in Psychology with an emphasis in School Counseling and was as a High School Guidance Counselor, Soccer Coach, and Basketball Coach before moving to private recreation as the Area Manager for a national youth sports camp provider. It was there that she found her true passion for the recreation industry.
In her role as Community Services Director, Cindy oversees three divisions - Recreation, Performing Arts, and Animal Services. This includes the management of 14 full-time employees, 150 part-time employees, and over 100 volunteers across the City’s vast programming, community event offerings, and animal services. This also includes the management of three community pools, the Rohnert Park Community Center, Callinan Sports and Fitness Center, Spreckels Performing Arts Center, Rohnert Park Senior Center, Rohnert Park Animal Shelter, Burton Avenue Recreation Center, Gold Ridge Recreation Building, Ladybug Recreation Building, and 20 sports fields.
Cindy is actively involved with the 4,000-member professional association, the California Parks and Recreation Society (CPRS), where she is currently serving in the three-year presidential series which concludes with her service as President of the association in 2025. She also serves as the Chair of the Advocacy Team for CPRS and sits on the Community Services Policy Committee for the League of California Cities. Cindy is a speaker/presenter at educational events throughout the state and has served as Keynote Speaker.
Cindy was a two-sport collegiate athlete, theatre major during her undergraduate career, and is the owner of 3 cats, a dog, a hamster, and a handful of fish, so the management of the three divisions in the Community Services Department are not only a professional fit for Cindy’s passion for public service, but also a personal one! Cindy is the parent of two beautiful daughters born in 2014 and 2019 who love being "Rec Kids."
