WHAT IS CIP:

A capital improvement program (CIP) is a working blueprint for building and sustaining a community's publicly funded physical infrastructure. The purpose of a CIP is to identify capital improvement projects, identify and forecast funding sources, prioritize improvements based on funding available, and estimate a timeline for completion of individual improvements.

A capital improvement project is any major improvement to City facilities and infrastructure. Projects may include construction renovation or replacement of City buildings, parks and pools, repaving of streets, traffic signal upgrades and coordination, replacement or installation of new water, wastewater, storm water and recycled water lines. Collectively, these projects are referred to as Capital Improvement Project. Capital improvement projects are varied, so some may require years of planning and construction while others may be completed in a shorter timeframe.

Project Updates:

Trail to Crane Creek Regional Park, Project #2007-19

Phase: Design
Description: This project is the connection between the existing Copeland Creek Trail and Crane Creek Regional Park. It includes:

Wayfinding signs and connections though Sonoma State University to the intersection of Petaluma Hill Road and Laurel Drive.
A traffic signal at the intersection of Petaluma Hill Road and Laurel Drive to help pedestrians and cyclists across the street.
A 1.9 mile long pathway with several bridges from Petaluma Hill Road to Crane Creek Regional Park

Keiser Avenue Reconstruction – Phase 3, Project # 2017-18

Phase: Design
Description: Road widening and construction of two traffic signals along Snyder Avenue at Lawrence Jones Parkway and Keiser Avenue. The project also includes installation of new sidewalk, pedestrian access ramps, road paving and restriping, and utility work.

Pathway Replacement, Project #2017-22

Phase: Design
Description: This project is part of the City of Rohnert Park’s Pathway Replacement Program with the goal of improving our pathway network. This project improves 3 sections (Donna Court to Country Clubs Drive, San Mateo Court to Snyder Lane, & Snyder Lane to Kincade Place) of Hinebaugh Creek Pathway from deteriorating asphalt cement pathways to new Portland cement pathways and creates a new crosswalk at Snyder Lane’s crossing of Hinebaugh Creek.

Lydia Park Playground Improvements, Project # 2018-22

Phase: Complete
Description: The purpose of this project is to improve the Lydia Park playground area. This entail replacing/adding play equipment, adding new fall material, and adding an ADA accessible ramp and pathway from Lydia Court to the play area.

Wooden Street Light Pole Replacement, Project #2018-26

Phase: Construction
Description: This project entails replacing the existing wooden street light poles in H and F Sections of Rohnert Park with new metal poles. The existing poles are at end of life and are in need of replacement. A new standard detail for the City of Rohnert Park was created due to the proximity of the underground utilities to the existing pole. The detail created a deeper pier foundation but was also narrower allowing new poles to fit.

Water Meter Renovation, Project # 2019-18

Phase: Design
Description: Water meter technology upgrades via advanced Metering Infrastructure (AMI) to best monitor water consumption and leaks. The project includes replacement of a large percentage of older water meters throughout the city. Customers will be able to monitor water consumption online when the project is complete.

Honeybee Pool Renovation, Project # 2019-31

Phase: Construction
Description: This project is a total renovation of the Honeybee Pool facility. Aspects of this project include; replacement of pool decking, pool plaster, perimeter fencing and gates. Demolition of the wading pool and installation of a concrete patio area. Accessibility upgrades to the concession and restroom buildings including new flooring, lighting, and accessories.

Water Tank & Well System Seismic Retrofit, Project # 2020-17

Project Phase: Design
Project Description: This Project will include the design to seismically retrofit seven water tanks and six water well sites within the City, including the design for connectivity to backup generators and all required electrical and control equipment infrastructure upgrades.

Pedestrian Safety Improvements, Part 1 Project # 2020-28

Project Phase: Complete
Project Description: Pedestrian safety improvements include but are not limited to: enhanced street crossings with warning devices (e.g. rectangular rapid flashing beacons), pedestrian median refuge, pavement markings, traffic signal modifications and signage; off‐street pathway warning signage and markings; curb ADA upgrades; and signage geared toward pedestrians and bicyclists on both on‐street and off‐street facilities.

Project Phase: Design
Project Description: The purpose of this project is to crack, slurry and restripe street sections in the A & B Neighborhood of the City. The project will help preserve and extend the life of the asphalt pavement.

Parks Electrical Equipment Replacement, Project # 2022-08

Project Phase: Design
Project Description: This is an ongoing project to replace aging electrical equipment at the City’s Parks. Priority projects were identified by an electrical assessment conducted in 2021. Currently the City is in design to replace the electrical cabinets at Eagle and Magnolia Park.

Holly Avenue & Fauna Avenue Emergency Bridge Feasibility Study, Project # 2022-10

Phase: Feasibility Study

Description: The purpose of this project is to determine the feasibility of an emergency bridge between Holly Avenue and Fauna Avenue. Both neighborhoods are single entry and exit so providing an alternative route in the event of an emergency is being considered.

A & B Sections Neighborhood Roadway & Utility Improvements Projects, Project #’s 2020-015, 2022-21 & 2022-05

Phase: Design

Description: This project consists of utility (water and sewer) and roadway improvements to A & B Neighborhood Sections of Rohnert Park. Greater detail is shown on the map below. The purpose of these utility projects is to repair the aging sanitary sewer system as well as replacing a portion of deteriorating water main pipe. A road maintenance project (CIP 2022-05) will occur on the roadways after the utility work is completed in order to improve road quality and increase its service life. The utility work is tentatively scheduled to begin construction in winter 2023.

Citywide Traffic Signal Safety Improvements, Project # 2022-25

Phase: Construction

Description: This project is upgrading 40 signalized intersections within the City of Rohnert Park. These improvements include upgrade signal hardware (12" vehicle heads, reflective yellow tape, countdown pedestrian signal heads, accessible pedestrian signals), upgrade detection and emergency preemption equipment, update controllers, and add battery backup system.

2023 Pavement Preservation - SLURRY, Project # 2023-01

Phase: Construction

Description: The purpose of this project is to slurry and restripe 142 sections of roadway throughout the City of Rohnert Park in an attempt to keep our roadways maintained and safe. Below is a preliminary map of the locations we plan to apply slurry.

Sidewalk Condition Assessment, Project # 2023-03

Phase: In Progress

Description: The purpose of this project is to determine the existing condition of all City owned and maintained sidewalks, curb & gutter, pedestrian ramps, storm drain inlets, and parking lots. With this information a budget and maintenance program will be established.

Sunrise Park Pickleball Courts & Magnolia Tennis Courts, Project # 2023-07

Phase: Design

Description: This project is to reconstruct the pickleball courts at Sunrise Park to remedy current surface cracks and minimize future cracking. The City is currently working with a Geotechnical Engineer to identify subsurface material and best method for construction to meet the project goals. The project also includes crack repair, painting and striping at Magnolia Tennis Courts.
