Secondhand Dealer Permit

To obtain a Secondhand Dealer Permit, more commonly known as a permit to operate a pawn shop, the local agency must send the secondhand dealer or pawnbroker “application package” to the DOJ’s Secondhand/Pawnbroker Licensing Unit for processing.

New or Initial Application Instructions

  1. Complete the Secondhand Dealer or Pawnbroker License Application (JUS 125).
  2. Complete request for Live Scan Service form (BCII 8016) - Appointments can be made at Public Safety 707-584-2600
  3. Complete the RPDPS Secondhand Dealer Permit Form
  4. Provide a copy Photo ID
  5. Obtain a City business license
  6. Provide a money order or check to DOJ for $300
  7. Provide a money order or check to City of Rohnert Park for $257
  8. Provide proof of $20,000 Surety Bond (Pawnbrokers only)
  9. Provide proof of $100,000 Surety Bond or financial review (Pawnbrokers only)
After approval from DOJ, you will be notified in approx. 30 days that your permit has been submitted to the Director of Public Safety for final approval.
