Public Facilities Finance Plan

In July of 2004, the City Council adopted an Ordinance replacing Chapter 3.28 of the Municipal Code, which established its Public Facilities Program. At the same time, the City Council established, by Resolution, its Public Facilities Fee. 

The Public Facilities Program established fees for new development to fund a wide range of infrastructure that is necessary to support the implementation of the General Plan and also outlines strategies for utilizing bond financing to assure that certain key infrastructure is in place prior to development. Public Facilities Fees are paid prior to the issuance of building permits that include work that will increase a property’s use of water, sewer, transportation, or public safety services.  Examples include new homes, new apartments, new commercial buildings and expansion of existing commercial buildings.
